You can create a gang in GTA San Andreas. This guide will work on PC versions. Follow the simple steps below
Go to any Grove Street gangster with green jumper or green hat
Get a gun like a shotgun and aim at a gangster by pressing z.
Press G while aiming at the person and he will join your gang.
